Drivers License Procedures for Homeschoolers
In order to obtain a driver's license, homeschooled students between the ages of 16 and 18 must do the following:
Step 1: Obtain an Instructional Permit (Must be at least 15 years and 8 months old). To do this, you need to study the Virginia Driver's Manual (you may pick up a free copy at your local Department of Motor Vehicles), bring two copies of identification such as a birth certificate and social security card, and proof of residency in Virginia (such as a copy of the previous year's tax form with the applicant's name listed as a dependent), pay the fee (less than $20), take an eye exam and pass the written test.
Note: Be sure to know all the road signs. If you miss one, you fail the exam. Once the student has their permit, they may practice driving (until their permit expires or they get a driver's license) with a licensed adult in the car.
Step 2: Enroll in a public, non public, commercial, or correspondence drivers education course. The course must include a road-skills examination. (See below.)
Step 3: Obtain a permanent Driver's License. (Must be at least 16 years old.)

The classroom portion is 36 hours; meeting on Tuesday and Thursday evenings from 7:30 - 9:30 p.m. and Saturday's from 11a.m. - 1:00 p.m. It is imperative that parents attend the first class orientation session. If you only need "Behind the Wheel Training", you must call Green Apple Driving School directly.

Correspondence Course
An approved correspondence course is offered by the University of Nebraska-Lincoln Independent Study High School.

Students who enroll in this correspondence course must provide proof of successful completion of the classroom phase (36 periods of classroom instruction at home). Form PPS-1118, Parental Certification of Classroom Hours for Driver Education and an official transcript from the correspondence school must be presented to the instructor of the behind-the-wheel segment of the instruction. According to the University of Nebraska, the course must be taken for credit in order to obtain a transcript.
14 hours of in-car instruction (by a state approved driving school), including a road skills test, must be completed before applying for a permanent driver's license.
